Before the Toran Liberation War, Chapman was an armorer in Bier Blanche, as it had been renamed by Milich Oppenheimer. When Tir enters his store, Chapman offers to join the Liberation Army when spoken to. After the war, Chapman retires from the armory and opens a theater.

Chapman joins when talked to at the Antei Armor store.

Chapman opens the armor shop, which sells armor that is available from any other armor store already visited.
