He is the Chief of the Dwarf Village.
He underestimates humans ability, and generally looks down on other races, especially the elves. Even if at first he wouldn't care much if the entire elve's forest would burn, and more so because the Dwarve's Village is isolated and not directly connected to the forest, in the end, he showed some compassion and helped them.
During the Toran Liberation War, when Tir McDohl, Kirkis and Valeria went to the Dwarf Village and requested assistance, they told that Kwanda Rosman was planning to burn down the entire forest and that the blueprints of the Burning Mirror were stolen by humans. At first, the chief didn't believed that mere humans could stole the blueprints for the Burning Mirror, because it was well-guarded inside the Dwarves' Vault.
So the chief challenged them to go into the Vault and get back the Running Water Root, so he could believe their story. After Tir McDohl and his party had successfully broke through the Dwarves' Vault and stole the Running Water Root, he acknowledged that their story was true and prepared the Firewind Cannon right away.
After Kwanda Rosman's army was defeated, Kwanda planned to destroy the Liberation Army by using the Burning Mirror. The Liberation Army disperse to reduce the casualties of the Burning Mirror and before Kwanda Rosman used the Burning Mirror the Chief of the Dwarf Village came and used the Firewind Cannon to destroy the Burning Mirror.
