Culgan is an antagonist in Suikoden II.
He also appears in Genso Suikogaiden Vol. 1.
Profile[]
Background[]
A very composed and calm Highlander, Culgan served under Solon Jhee in Highland's Fourth Army until Jhee was executed for military failure. After that, he was promoted to general, taking over Jhee's position while Seed was made his vice-general. He and Seed were often seen together, despite the strong contrast between their personalities. Culgan was very calm and collected while Seed was quite passionate and temperamental.
Both Seed and Culgan were very loyal to Highland itself, as opposed to Kiba Windamier and Klaus Windamier's loyalty to Agares Blight. Because of this, they did not want Luca Blight to be King, as they knew he would only ruin their homeland. When the opportunity presented itself, they allied with and pledged allegiance to Jowy Atreides, who they believed to be the best hope for Highland's future.
Appearance[]
Culgan appears to have a gray/silver short hair with two fringes at both sides on his head and black eyes similar to Seed's. He wears a black and white Chinese military uniform under a white tie, white pants and black high boots. He wears a matching black and white mantle underneath his uniform and a gray collar.
In Genso Suikogaiden Vol. 1, Culgan's appearance remains the same, except his eyes changed from black to gray.
In his battle game sprite, the color of his uniform changes from black to dark blue.
Personality[]
Culgan appears as calm and collected similar to Jowy from the beginning of the game and seemingly loyal to his country in Highland. During the final conflict with the Allied Army, he is devoted to fight for the sake of his country until his defeat with Riou and his allies.
In Genso Suikogaiden Vol. 1, Culgan appears as a very serious and composed person when he and Seed faces Nash Latkje, the Harmonian spy. He is also shown to be worried from his best friend, Seed, when he was poisoned by Nash and is able to defeat him to get the antidote from him. He still maintains his calmness, and making their fight with Nash was a draw, and wants to fight him again the next time they meet him, but the latter refuses due to his injuries sustained by them, and he leaves with Seed to his care by riding a horse back to Greenhill.
Story[]
Genso Suikogaiden Vol. 1[]
During the course of the Dunan Unification War, Culgan did battle with a Harmonian spy by the name of Nash Latkje, who had poisoned Seed. Culgan managed to defeat him, acquiring the antidote needed to save Seed.
Suikoden II[]
During the final conflict with the Allied Army, Seed and Culgan stood guard in L'Renouille Palace, waiting to meet the Allied forces that entered. They fought valiantly, but were defeated by the leader of the Allied Army and his forces. They were both rumoured to have died in that battle, but their bodies were never found among the remains of the castle.

Genso Suikogaiden Vol. 1[]
In Genso Suikogaiden Vol. 1, he uses the Thunder Rune, the strongest version of the Lightning Rune, against Nash Latkje, and it makes an attack combination with Seed against him. He uses the Water Rune to disperse the fire that Nash hits them, unlike in the games, where he uses this rune to heal Seed and himself with Kindness Rain.
He's the only boss character who can upgrade his runes from Lightning Rune to Thunder Rune.
War Tactics[]
Culgan's stats from the very beginning until the liberation in Greenhill are- Attack 7 and Defense 9. While in Jowy's reign from guarding the city in Muse until the protection of the Highland capital, L'Renouille, his stats become- Attack 12 and Defense 14. Culgan is expert in bombarding the enemy frontlines and is rival to Flik and Teresa in terms of archery and bombarding the enemies.
His defeat quote after been defeated by Riou or his comrades is.

He becomes a temporary convoy to Riou and Nanami after Luca's defeat to send a letter to Shu for a peace treaty coming from Jowy as the King of Highland. During this time, as long the player doesn't advance the story Culgan will appear with party members in cutscenes in sidequests available at this point. (recruiting McDohl for example)
Trivia[]
- Culgan wields a Thunder Rune in his left hand in Genso Suikogaiden Vol. 1 to make an attack combination with Seed against Nash Latkje. In Suikoden II, however, Culgan wields a Lightning Rune as a boss character against the player.
- Culgan is affinity to lightning, as seen in the Suikoden II's opening sequence, which is when he uses this rune as a boss character of the game and also rivals to Flik with both wielding the Lightning Rune.
- There is a possibility to recruit him using tricks, but he can only joins entourage in your party.
- In Genso Suikogaiden Vol. 1, Culgan may be based on Folken Fanel the estranged older brother of the protagonist Van Fanel in the anime series and the movie, The Vision of Escaflowne and Escaflowne: The Movie.
- He shares his age with Folken in his appearance of Escaflowne: The Movie at 28.
- Both men are also known to wield long swords in battles. In Folken's case, his long sword resembles a katana when he uses it to slash and kill Dornkirk but at the cost of his life in the process where the bladed tip from his long sword had cut in half which was tainted from Dornkirk's acidic blood and stabs it into his heart.
- Culgan when he wields his long sword was on the right while Folken was wielding his long sword on the left.
- Interestingly, Culgan's calm and composed personality is also similar to Folken's.
