A group of ninjas secretly employed by the Highland Kingdom. Their primary responsibility was espionage, although the group also indulged in assassination and other covert operations.
Although employed by the Highland Kingdom, the Kage were not a formal part of the Highland military structure, allowing members to hire out their services elsewhere, such as the ninja Kage, who fought with the Toran Liberation Army during the Toran Liberation War at a cost of 20,000 Potch.
Following the fall of the Highland Kingdom in 460, the organization continued to exist, now serving the Dunan Republic.
During the Higheast Rebellion of 472, a portion of the group supported Harmonia-backed Highland loyalists during their war with the Dunan Republic, resulting in their banishment from the group, and as rogue ninja, targets for assassination. Watari is one such example of an expelled ninja under constant threat of assassination.
