Description[]
The Fugitive Ninja Hunter can be found in several locations and times throughout the game. It also appears in the Dungeon and Hunting.
They are ninjas whose jobs are to execute fugitive ninjas. The reason that they hide their faces is so that the fugitive ninjas are not able to discern the number of pursuers. Furthermore, their jobs aren’t just to hunt fugitive ninjas, but also to do whatever their employers instruct them to do.
