Gilliam is a from Grayridge Town who works as an Order Soldier under, Macoute. After Macoute was removed from the position as head of Grayridge, Gilliam manage the town.
After the first attack on Fort Arc, visit Gilliam at the Grayridge Hall and ask him to join but he won't join the company yet. Save your game and go talk to Moana and accept the "Defend Grayridge" mission. On the three groups, send any strongest member of the company. After the mission is succeeded, go to Grayridge and recruit Gillam.
Note: You must succeed on the mission to recruit Gilliam. If you fail, reset and load the game again. You'll know if you succeed on the mission if the reward you get is 50,000 Potch.
