Highlands (おうこくへい; Oukoku Hei) are enemies in Suikoden II. They can be found in 12 different locations throughout the game. They generally appear together, and they often appear with the Commander.
During the Dunan Unification War, they were soldiers who fought against the New State Army as ordinary soldiers in the Highland Army. They served as the backbone of the Highland Army and there were three types: sword, spear, and bow.
Bow: They fought in the vanguard and their main role was providing protection for the Commander and the other Highland troops (sword and spear). The bowmen were soldiers that used a crossbow. Their skill level was high so they rarely missed when attacking.
Spear: Among the soldiers in the Kingdom’s army, they have high power and stamina, and their strong point was making the best use of their spear’s reach to attack. On the battlefield, they appeared with the Commander and other Highland troops (sword and bow) to block the path of the New State Army. They are soldiers who carry a spear that has a longer reach than a sword. They spin their spear before attacking. Their likelihood of evading a direct attack is high.
Swordsmen: Although their strength and stamina is inferior to the spearmen, even the soldiers in the New State Army may have recognized and been impressed by their highly trained skills with their swords. As a side note, they didn’t fight alone, and always acted in formation with a Commander and the spearmen and bowmen. From this, just how well disciplined the Highland Army was can be seen. They are highland soldiers who skillfully handle a two-handed sword. They hold their sword high and then attack.

Bow: They do a long-range attack against one party member.
Spear: They do a physical mid-range attack against one party member, except in Kyaro where they do a physical short-range attack against one party member.
Swordsmen: They can do an attack on one party member that is either a mid-range (Start of the game through the surprise attack on Muse except in Kyaro town), or a short-range attack (Greenhill until the end of the game).
Weakness: All that appear in Kyaro are weak against sleep. Otherwise, they have no weaknesses.
