The Holy Imperial Army Scoundrel can be found in several locations throughout the game.
They are delinquent soldiers who don’t follow orders or discipline, and can be found everywhere acting violently. There are people everywhere that can be called hoodlums, and it seems that even the Holy Imperial Army is no exception.
