After recruiting Geschutz, Minen and Buchse, add either Geschutz or Minen in the party then go to Citro Village Town Square and talk to Khemia and he will join.
Note: He will not join if you only bring Buchse, however an interesting scene will occur. He would still be there until you brought the other two people from Ritterschild.Khemia is a gun manufacturer of the Viele Wege Company, he serves as one of 4 characters who use a gun as weapon in game. In order to make new guns available, you will have to do his quests from time to time (unlock new materials through trading as well).
