He is a major antagonist in Suikoden II.

Before Suikoden I[]
A master strategist, Leon rocketed to international importance after his superior military tactics brought victory to the hard-pressed forces of Barbarossa Rugner during the Succession War. His genius earned him the role of lead strategist under Barbarossa's reign. During the Scarlet Moon Empire's war with Jowston, it was Leon who devised the Kalekka Incident in order to turn the civilian sentiment pro-war. Although the tactic was eventually agreed on, the adoption of this strategy alienated Leon from many Imperial generals as well as his nephew, Mathiu Silverberg. Soon after he left the Imperial government, moving to Kalekka, not out of any remorse for his strategy but simply because he liked the silence.
Suikoden I[]
During the Toran Liberation War, Leon continued to live in obscurity until Mathiu Silverberg, now Chief Military Strategist of the Liberation Army, requested Leon's help prior to the attack on Shasarazade. Seeing that the end of the Scarlet Moon Empire was inevitable, Leon joined the Liberation Army in order to speed up the result, thus lessening the amount of casualties on both sides.
Suikoden II[]
Following the Toran Liberation War, he returned to Kalekka for a spell before accepting a position as Jowy Atreides' strategist and orchestrating the death of Luca Blight.
As a Highland strategist, Leon focused on ending the war as quickly as possible rather than helping either side achieve victory, continuing his maxim of minimizing potential suffering even at the expense of those already on the field. Following the penultimate defeat of the Highland 1st Army at L'Renouille, Leon remained within L'Renouille Palace, keeping the Beast Rune sealed until Riou and his party arrived to defeat it. Following his success at minimizing casualties as well as helping to contain the menace of the Beast Rune, Leon returned to Toran to continue his peaceful life.
Role in the Game[]
Speak to him in the house at Kalekka after attaining a Level 4 HQ. He will mention how impressive the Liberation Army has become. Then, speak to Mathiu at the HQ, whenever he is available, he will wrote and give you a letter. Deliver the letter to Leon and he will join.

Leon is an Infantry Unit with 11 ATK and 12 DEF. He has the Evade skill, making him the only non-recruitable enemy unit with a skill other than Cavalry.
When he uses his Evade skill he will say, "Hah, they're no match for me."

Trivia[]
- When you are invading Highland (Shu uses himself as bait), put Tsai in Viktor's unit. If you're lucky, the Fire Spear skill will defeat Leon, and you'll get to hear his very rare "defeat" speech.
- If Ridley is saved from Highland and Harmonia ambush, Leon will hand his letter himself.
