Luc is the Tenkan Star in Suikoden, Suikoden II, and Suikoden III.
He is also the main antagonist in Suikoden III.

Background[]
A powerful magician in service of Lady Leknaat, Luc bore the True Wind Rune and became increasingly troubled by fate as the series continued.
One of the two clones of Hikusaak, Luc's sole purpose was to carry a True Rune as a witless vessel. Ten years before the Gate Rune Wars, Luc was involved with an incident at the One Temple and left Harmonia to become Leknaat's apprentice and was chosen by her to help align the 108 Stars of Destiny under the leadership of Tir McDohl. When Leknaat visited Riou in the castle at North Window, she assigned Luc to assist the young new leader in the Dunan Unification War. On both occasions, Luc was the keeper of the Tablet of Stars and was responsible for keeping it up to date, as well as fighting in battles.
Appearance[]
Luc appears to have shoulder length pale brown hair with fringes on each side and brown eyes. His outfits are in a green motif due to his elemental affinity with wind.
In Suikoden I, he wears a qipao with green and white trim, adorning it with a white flame design and a long sleeved shirt, white pants and brown boots. He also wears a circlet on his forehead.
In Suikoden II, which takes place three years after Suikoden I, Luc's appearance remains mostly the same but his outfit has some minor changes. His qipao is now pale green and has gained brown straps in each sleeves with a belt of matching color. Also, the white flame design on his qipao has changed.
In Suikoden III, which takes place fifteen years after Suikoden II, Luc no longer wears his qipao and circlet. He has cut his hair shorter but still with full fringe. He now wears a short jacket of dark green leather with a black line in each side and dark brown cross linings, the back of of his coat resembling a trench coat without sleeves and sporting a dark yellow, but almost brown, inner lining. Under his jacket is a brown tunic with a black side belt on his waist, black pants and brown boots. While serving as a Harmonian priest and working to fulfill his antagonistic role of getting the Elemental True Runes, he wears a white mask to conceal his face until he removes it in the later chapters.
Personality[]
Luc is described as a cold and arrogant child and usually prefers to shut himself from other people. In Suikoden II, Luc managed to dominate his twin brother Sasarai and his Harmonian troops by using the spell of the True Wind rune in a silent rage. However in the cooking competition, Luc reveals to be strict and harsh when serving as a judge for the cook-off introduction and having a difficulty to judge the taste of both Hai Yo and his opponent's dishes.
As he grows older in Suikoden III, Luc becomes deeply troubled when he sees visions of an empty and lifeless future, according to what the True Wind Rune shows him. This relentless vision of prompts him to leave Leknaat in order to stop this horrible future from happening. Luc is a master manipulator during his time as a bishop of Harmonia, tricking both Zexen and the Grasslands into reigniting the war by ordering Yuber to murder Zepon and creating illusions of Zexen Knights with the help of Sarah. Luc becomes more ruthless and direct when he coldly reveals the truth to Sasarai about their creation before attacking him with a Sindar technique, stealing the True Earth Rune to facilitate gathering the rest of the Elemental True Runes. Luc finally shows his sense of pride in an attempt to use the True Wind Incarnation within his True Wind Rune to defeat the new Flame Champion, but fails when they defeat the wind incarnate and he himself becomes severely beaten on account.
Story[]
Suikoden I[]
Luc was taken by the seer, Leknaat, to Magician's Island, where she raised him as her own and taught him Rune magic and sorcery. Luc was a rather arrogant and cold child and preferred to keep to himself, and thus despised when Leknaat sent him to fight beside Tir McDohl in the Toran Liberation War.
Suikoden II[]
Once the war ended, Luc returned to Leknaat's service only to be ordered to participate in another war three years later. However, this time his role was not so uneventful; he confronted Sasarai, and unleashed a powerful True Wind spell upon him and the Harmonian troops accompanying him. Luc's actions forced Sasarai to flee to Harmonia, thus fulfilling a "promise" he had made. Again, at the war's end, Luc returned to Leknaat's service.
Suikoden III[]
Haunted by visions his True Wind Rune showed him of an empty, lifeless future, Luc was driven to leave Leknaat to pursue his own interests, as he wanted to stop this horrible future he had seen from occurring. Wearing a mask to hide his identity, he was accepted as a Bishop in Harmonia surprisingly quickly at Hikusaak's word. From there, Luc and three others, Albert Silverberg, Sarah and Yuber, set out to change the future. Luc's aim was to destroy his own True Rune, and himself with it, not caring about the consequences as ultimately it would mean the freedom of the human race. To do this, he would need the power of the other Elemental True Runes.
He reignited the war between the Grasslands and Zexen by ordering Yuber to murder the Lizard Clan chief, Zepon. Using Sarah's power as well as his own, he created illusions of Zexen Knights at the Great Hollow on the day of the treaty signing between the two nations, forcing the Grasslanders to believe that the Zexens had thwarted the peace treaty. The Zexens, unaware of this, believed they had been stabbed in the back and ambushed.
Several attempts to gather the Runes were unsuccessful for Luc, such as when he attempted to acquire the True Water Rune at Alma Kinan Village and the True Fire Rune at the Flame Champion's Hideaway. Without the help of a second Rune, he recognized that he would be unable to take any other True Runes. Therefore, Luc resorted to his final option, stealing the True Earth Rune from Sasarai, a fellow bishop of Harmonia. After telling Sasarai the cold truth about their creation, he was able to shake Sasarai's resolve and managed to steal the Rune from him by using a Sindar technique. After these actions, Luc was relieved of his duties as a bishop.
Aware of Luc's plot by now, Harmonia, Zexen and the Grasslands united in order to stop him. Lacking the military support that he had enjoyed as bishop, Luc, along with Sarah and Yuber, was forced to use a summoning ability to call forth illusions to fight for them, a technique Luc learned from Leknaat. With the True Earth Rune in his possession, Luc's goal of gathering other True Runes was easily attainable.
Luc managed to gather all five Elemental True Runes and went to the Ceremonial Site, a ruin left by the Sindar. He was prepared to destroy himself, but the Fire Bringer managed to vanquish his army of illusions and stormed the site, taking back their True Runes. As his final option, Luc tried to explain to the Flame Champion his motives and the visions of the future his Rune had shown him. The Flame Champion refused to believe Luc's explanation and insisted on stopping him. Frustrated, Luc called forth the power of his True Rune and morphed into the Rune incarnate, but his attempt was in vain. He was defeated and left to die as the building crumbled around him, with Sarah ever loyally by his side.

Luc is a strong mage, but his weapon makes him a liability, as in the front row he can't take much damage due to his low HP, but in the back row he can't attack, either. This makes him reliant on his magic to do anything. He has a Guard Robe and Speed Ring permanently equipped, which limits his defensive options. Despite these shortcomings, Luc is one of the best mages in the game, only beaten out by Crowley.

Luc becomes a very useful character early on with his magic power and Pixie Rune. The Pixie Rune allows him to attack from the back row, making him a well balanced mage. Luc has all three Rune slots available and is one of the best characters to utilize the Blue Gate Rune. Due to his high magic, available Rune slots, and spell charges; equipping Luc with two Runes that can perform a Unite Magic spell will allow him to do it by himself, though it will cost two Lv. 4 spell charges to do so.

Upgrade the Wind Rune to a Cyclone Rune, and a Blue Gate Rune on his forehead for a good attack/support mage. The Pixie Rune is useful in the beginning when he has limited magic charges, but later on it's better to drop it for another magic rune like a Flowing Rune or even a magic enhancing Rune like a Wizard Rune or Alertness Rune. The Darkness Rune is great on him, as he can do the highest possible damage from it compared to everyone else. He has very high affinities for every Rune.

Luc can participate in Pretty Boy Attack, mistranslated as the Cutie Boy Attack, with Futch and Sasuke.
Luc is a Magic unit who can attack opponents from afar. +10 ATK and +4 DEF.
Luc is the first mage character in the war tactics is to casts wind magic towards the enemy frontlines and it was also seen dominating Sasarai's unit with just a devastating wind damage. However he is succeeded by Mazus when he dominates the enemies by casting fire magic in a cavalry. His skill is the Wind Magic to hit opponents in a wind damage. But his skill also proves either a successful hit or ineffective to the enemy unlike both Mazus and Jeane having a successful hit with their magic.

Luc becomes playable in his own parallel storyline after you have successfully recruited the other (104) Stars of Destiny.
Luc may be the strongest mage in the game. He makes excellent work with the Pale Gate Rune, and his True Wind Rune, combined with his high magic skill ranking and his wind elemental boosting equipment, can make him a devastating character in battle.

Trivia[]
- Luc's only weapon in Suikoden III is called "Guardian's Eye". It is a magic ring that he uses to shoot beams of energy. Also, he shares this weapon name with Sasarai, who has no additional upgrades either.
- Luc, along with Leon, is the only former Star of Destiny to become a main antagonist in any of the Suikoden games.
- If all 108 Stars of Destiny are acquired in Suikoden III, then he is the second deuteragonist to be playable through the first three games, with the first being Futch in Suikoden I; third if you count Gremio in that game's Saturn version.
- Despite being an important character in Suikoden II and more so in Suikoden III, Luc can actually die in any Army Battle from Suikoden.
- In spite of being insulted by Fu Tan Chen in Suikoden II, Luc proves to be an extremely difficult judge to impress in Hai Yo's cook-off challenges.
- Luc's starting money in Suikoden III is 40,000 potch, the second-most of any main character in the series, behind Chris.
