Ouya (オゥヤー; Ouyaa) is the Tenan Star in Genso Suikoden: The Woven Web of a Century.

An arrow craftsman from Goog Lewon, he feels that making arrows are his calling and is very passionate about it. He will go out of her way and use his own feathers to make the fletchings, if he has to.

The Hero and his group met Ouya when they traveled to Sidus Forest. Ouya was surrounded by some members of the Holy Aionian Army, but the Hero was able to rescue him. They traveled to Goog Lewon as a group, and Ouya introduced the Hero to Butruga and Gwiney. Ouya decided to join the Hero's group and would become one of two arrow makers.
After the Hero met Wafdi in Hodos Village, he brought Ouya to meet him as well. Wafdi was an arrow maker during the Telluspharma Interception War of 100 years ago. After seeing that Ouya was incredibly devoted to the craft, going as far as to use his own feathers to make arrows, he agreed to pass on his skill.
Later, Ouya would also meet Mephitis who passed her skill to him. Ouya would be surprised that the Poison Arrows were made to be safe to use and recognized that Mephitis must have researched to find this method, doing so much damage to her throat that she was not able to speak.
