Setsu is the aide of Lino En Kuldes, king of Obel. He has an extremely agitated personality, going from utterly disguested at one moment to extremely nervous the next. He pesters everyone around, and he evidently worries a lot for the king's safety, though Lino always assures him that he knows what he is doing.

When Razro came to to Obel, Setsu think that Razro's presence in the Obel is a threat and he asked Razro to used the power of the Rune of Punishment to made the battle easier for Lino and his fleet, even though he knows that it drain the life force of it's bearer. Lino rebuked Setsu's action and feel sorry for Razro. At night the Kooluk attack Obel and Lino's fleet has being beaten by the Kooluk fleet, it caused Razro to use the Rune of Punishment and Setsu rejoiced because they are winning.
On the Kooluk second attack they aren't winning and Lino along with his crew was trying to escape Troy's fleet. Setsu help to gain the attention of Troy and his fleet to give time on Lino and his crew to ready the ship and escape away.
On Razro's return to Obel, Setsu and Flare join Razro's forces. After the war, he continues to serve the royal family of Obel until his dying day.
