Steele is a minor antagonist in Suikoden Tactics.

the pirate Steele was a rival of other fellow pirates Brandeau and Edgar.
He was a bearer of the cursed True Rune, the Rune of Punishment, as it made its way through the Island Nations.

Game[]
Walter teams up with Hervey in an effort to track Steele down to investigate his connection with the Rune Cannons, but they are attacked by Sigurd who was ordered by Schtolteheim Reinbach II to kill them. After Sigurd was defeated in battle, Steele came and attacked both parties. Luckily Edgar, Brandeau and Kika arrived and managed to rescue them.
During a night assault, Steele met Edgar, Brandeau, Peck, Walter and Andarc, aiming to finish the fight they started.
Walter along with the others discovered that the young Kyril, snuck on to Edgar's ship. Kyril promised that he would stay at the back of the ship whilst his father pushed on. When Walter reached the rune cannon, Steele immediately ordered his underling to fire it, striking Walter. As a result, Walter became a Fish Monster, and attacked Kyril but he was protected by Andarc who then killed the transformed Walter.
Steele learned that Kyril and Walter were father and son and savoured what he had done.
Following a battle and having been defeated by fellow pirates, Brandeau and Edgar, he used the power of the Rune of Punishment. Both Brandeau and Edgar managed to avoid being obliterated but sustained major injuries, with the latter suffering a mortal wound. Like many of its former hosts, Steele succumbed to the rune, his life force drained. The rune latched on to the nearest living host, Brandeau, and thus the cycle of death continued once more.
