Speak to Nei on the screen to the right of the Guild Hall in Vinay del Zexay. Fight Guillaume in front of the Guild Hall, then ask Nei to join. Toppo and Shabon will join as well.
Note: It is recommended that you recruit him in Thomas Chapter 2, as he is one of the military characters that can help Thomas defend the castle.
